Regional Parks, Trails, Open Space, and Recreation District Service Plan

The plan addresses long-term maintenance funding, deferred maintenance, and inconsistent service levels across jurisdictions.
Attainable Housing Policy and State Funding Priorities
The city adopted a formal policy to prioritize state funds and local fee reimbursements for affordable housing projects. This helps developers build housing for low- and moderate-income residents by waiving building permit and sewer connection fees.
Agency Administration and Claims Review
The agency reviewed and accepted regular financial claims and bill payments totaling $16,788.32 for the period between September 16 and October 12, 2026.
Oddie Blvd Mixed-Use Education and Commercial Project
A proposal to establish vocational and college classrooms alongside a coffee roastery and ATM drive-through in an existing building on Oddie Boulevard.
Lincoln Way Senior Apartments Phase II Affordable Housing

Proposed Northeast Connector and Regional Traffic
Resident Catherine Ryals told the council she opposes the Northeast Connector, says major stakeholders were left out of a special RTC/Storey County meeting, and wants an audit of public comments submitted to the city and RTC.
Sphere of Influence Removal South of Clean Water Way
The council considered whether to keep planning authority over 338 acres south of the Truckee River or hand it over to Washoe County. Because potential developments like charter schools are tax-exempt and would bring few financial returns while increasing city service costs, the council voted to remove the land from Sparks' sphere of influence.
Removal of 338.65 acres from Sparks Sphere of Influence
The council agreed to sponsor giving up planning authority over 338.65 acres south of Clean Water Way, where UNR land is being leased for a Doral Academy charter school campus and Sierra Surf soccer fields. If the Regional Planning Governing Board approves, planning shifts to Washoe County — and Sparks loses a foothold south of the Truckee River that could someday have extended city limits.
